Hand-made leather flaps, approximately 35-40 issued.
Issued shortly after the merger of Powhatan and Koo Koo Ku Hoo Lodges to a delegation of Tutelo members attending the 1973 SE-1 Conclave. The lodge did not have time to produce a regular issue flap. The N1 neckerchief was issued concurrently with these flaps.
