Flap celebrates the 20th anniversary of the Lodge, as well as serving as a Conclave Host flap. The last SE-8 conclave was held at Camp Powhatan that year. QS2 was discovered in 2000 when the Lodge went through its stock. There are two different explanations for the existence of these flaps. The first is that they are unissued staff flaps from the Conclave. The second is that they were ordered to be used on plaques.
