S35-S38 is known as the "Reject Flap Set". In 1995 the second Football Goals loom run began to run out. The Lodge ordered this design but when they arrived several problems were apparent. The Ordeal and one of the Brotherhood flaps were missing the Fdl. Also some members objected to the NRA on the flaps. In the Blue Ridge Mountains Council the NRA stands for New River Adventure Camp one of the many programs offered each summer at the Reservation. The CP on the flaps stands for Camp Powhatan, and the CO for Camp Ottari. After discussion the Lodge decided to sell these flaps as a fundraiser and reorder another design. The Lodge placed most of the flaps in sets with a certificate of authenticity. Approximately 100 sets were made and sold at the Council Camporee that year and also at one of the Lodge's functions. S35 & S37 were also sold openly, S38 was sold in very limited quantities & S36 was available only with a full set.
