Royal blue border, medium blue sky, 75th diamond jubilee logo, royal blue letters. Issued in 1985 to celebrate the 75th anniversary of Boy Scouting in America.There are three known versions of the S4 series. The S4-A has the darker background. Also 4A & 4B are 1/4" to 3/8" larger than 4C.
