Organized opposition to CVC-HOVC merger releases report as new Council name is revealed

While the proposed merger between Colonial Virginia Council and Heart of Virginia Council seems headed for its planned conclusion, organized opposition has surfaced in the form of the Hampton Roads Scouting Alliance.
 
On December 31, 2025 they released a report entitled Full Merger Review – The Future of CVC Scouting – What Members, CORs, and Leaders Deserve to Know Before the Final Merger Vote, advising it is a “A comprehensive review of the proposed merger before final decisions are made.”
 
Rather than attempt to summarize or paraphrase its content I will heartily recommend that anyone with an interest in the future of Hampton Roads Scouting take the time to fully review and consider the important points it makes with regards to the incomplete or misleading documentation that has been provided to date by CVC and HOVC in support of the merger, as well as the more accurate comparative data that exposes the absurdity of this shotgun wedding.
 
Meanwhile, the name of the consolidated Council has already been registered, as it’s apparent the remainder of the merger process is already viewed as a slam-dunk by those who plotted for a year in secret to make it happen.
