After organized opposition to the proposed HOVC-CVC merger surfaced with compelling documentation calling into question the wisdom of the unexpected marriage, Colonial Virginia Council responded with an Transparency Merger Update that elected to ignore the specific points of the challenge, and instead call into question the validity of the Hampton Roads Scouting Alliance. They attempt to cast aspersions upon that organization by accusing it of misrepresenting its relationship with Scouting America (even though a disclaimer to that effect is in the footer of every page of their web site) and accuses them of “gaining access to non-public and potentially protected HR information.”
 
HRSA responded by publishing a new post to their web site entitled Appendage — or Core. What is your choice? that illustrates how CVC is not only giving up independence with a merger with HOVC but agreeing to give up community identity to be ruled by a board whose representation from Richmond will be double that from Hampton Roads, making it a permanent minority in all decisions regarding budgets, staffing, properties, and program priorities.
 
On the horizon are Roundtables and Town Halls where the units that comprise Colonial Virginia Council will be briefed on the merger agreement and expected to fall into lockstep with the proposal that’s been secretly developed for over a year and then presented “with full transparency.” Doubts from several unit leaders have already been expressed in the CVC Scouting Facebook group, but it will take a significant effort to prevent the merger agreement from being approved. Fortunately, HRSA promises to continue to fight the good fight.
